Spring Snowmelt & Localized Flooding

What Residents Can Expect & How Responsibilities Are Shared

Municipal Responsibilities

The Municipality is responsible for maintaining drainage infrastructure within municipal rights-of-way, including ditches, culverts, and stormwater conveyance systems. The Municipality prioritizes work that protects public roads and infrastructure during spring melt conditions.

Property Owner Responsibilities

Property owners are responsible for managing surface water on their own property, including lot grading, downspouts, sump pump discharge, and other private drainage features.

What Homeowners Can Reasonably Do

Residents are encouraged to clear snow away from foundations, extend downspouts, ensure sump pumps are operational, and use temporary measures such as berming or sandbags where appropriate.

Historic Development & Low-Lying Areas

Some areas were developed historically without modern drainage systems. Localized ponding may occur in these locations and does not create an obligation for the Municipality to retrofit private properties.

Important Clarification

The Municipality does not install storm drains, pipes, or drainage works on private property to correct lot-level drainage or grading deficiencies.
