Building Permits and Development Services

The Municipality of Souris-Glenwood contracts with Keystone Planning District (KPD) to provide planning, development, zoning, and building inspection services. All building permit applications, permit inquiries, inspection requests, zoning questions, and development-related matters are administered by KPD.


Important: Some projects may require a Development Permit, even when a Building Permit is not required. Examples may include fences, signs, changes in land use, and certain site improvements. Contact Keystone Planning District before beginning any project to confirm permit requirements.

Applying for a Building Permit

Property owners, residents, contractors, and developers should submit permit applications directly through Keystone Planning District. KPD staff can provide guidance on:

Do I Need a Building Permit?

Permits and approvals may be required for projects such as:

  • Decks and swimming pools
