Position Objectives:
This position works closely with the Chief Administrative Officer (CAO) and is responsible for the overall administration, operational management, human resource management, financial management, strategic planning implementation, and program delivery of initiatives approved by the Council.
Duties and Responsibilities:
This position has the following primary responsibilities:
- Assist the CAO with the management of the municipality providing guidance and direction to the administrative and management teams as required.
- Maintain the financial and accounting records for the municipality providing various monthly reports to the CAO and Council particularly in financial management and strategic financial leadership for the municipality, community development, planning department, and the volunteer fire department.
- Maintain the proper water utility records and accounts ensuring timely and accurate billing to ratepayers, collection of payments and the managing delinquent accounts in accordance with policy, by-laws and the direction of Council and the CAO.
- Manage the collection of property taxes and other assessments for the municipality, including processing supplemental taxes.
- Attend Council meetings to report on the financial health and performance of the municipality as required.
- Research and apply for all available grants for financial support of summer students, environmental stewardship and other such projects that maintain or improve the quality of life and business climate of the municipality.
- Provide oversight and guidance on payroll and benefits matters for the Municipality.
- Assist the CAO in the management of local elections.
- Assist the CAO in the preparation of Council meeting agendas and minutes.
- Ensure the insurance needs of the municipality are met and updated regularly.
- Provide general support to the CAO by; maintaining all agreements with the municipality, acting as the municipality’s Access and Privacy Coordinator under FIPPA, attending Board of Revision meetings and taking minutes, drafting general correspondence replies for the CAO’s review/signature, acting as a Commissioner for Oaths, responding to other requests for information and or support as required.
- Enhance and protect the image of the organization by treating stakeholders with respect, ensuring all services adhere to the highest standards of quality and all assignments are completed on time and on budget.
- Establish and maintain positive relationships with neighbouring municipalities, organizations, and other levels of government regarding municipal matters of interest.
- Develop and promote a strong working relationship with council, respecting the specific roles and responsibilities of all parties.
- Assume the duties of the CAO in his/her absence, exercising authority as required.
- Other duties as assigned by the CAO.

- A successful strategic financial plan that contributes to the growth and development of the community while adhering to the guidelines approved by Council.
- Timely and accurate financial reports to the CAO and Council.

Minimum Requirements:
The professional and technical competencies required for this position are:
- A minimum of 5 years of experience in a municipal office or equivalent
- A CMMA designation or willingness to enroll in the program
- Strong accounting and financial knowledge and understanding of general ledger and sub-ledgers, including A/P, A/R and payroll
- Strong understanding of computers and Microsoft Office
- Strong communication and interpersonal skills with the ability to work independently but with a consultative, teamwork approach
